Please see final Parish Council comments received on the 9th August.
For clarification, the query on potential historic anthrax contamination has been fully addressed in Section 10.52 of the Committee report, to the satisfaction of the Council’s Environmental Health Team. This noted the following:
10.52 “The Parish Council in an email dated 7th June 2024 noted that they had concerns about the historic burial of cows within the site and resultant anthrax issues due to a discussion when the field was for sale in c1960. This has been reviewed with the Council’s Environmental Health Team who in a response dated 13th June 2024 made reference to government guidance that noted the risk of anthrax contamination was low. However, advice was provided and a watching brief style condition recommended to deal with this low risk.”
The watching brief style condition for unexpected contamination is Condition 14, this requires if any contamination is found during any building works, that all works must stop immediately and this must be reported to the LPA, with appropriate investigations and risk assessments to be undertaken. The informative links to national government guidance. This is consequently considered to have been suitably and appropriately dealt with.
With regard to the Agenda and the point raised about the shop, the previous description has been copied over on page 2 of the agenda in error, however as outlined in the report, the shop element has been removed. Numerous references are made in the body of the Committee Report starting on Page 45 which provide a clear and detailed narrative about the removal of the shop element. For the avoidance of any doubt, the current ‘live’ description of the application is the following: “Change of use of agricultural and equestrian land to allow the siting of 24no. holiday lodges, 1no. wardens lodge and 1no.reception building with associated access, parking, infrastructure and landscaping (revised detail to planning approval 20/00701/MFUL dated 15.11.2021).”
Any decision made in favour of the application by Members would not give any approval for a shop element.
